Engineering Design/Build Services
for Streamflow Rehabilitation Assistance
Program (StRAP) Projects
MITCHELL COUNTY SOIL AND WATER CONSERVATION DISTRICT (MCSWCD) is requesting qualifications from Engineering Firms to provide and assist with Design, Engineering, Construction, Construction Documents, Cost Analysis, Bidding, Specifications, and Construction Administration for StRAP projects as approved by the N.C. Department of Agriculture and Consumer Services (NCAD&CS) and the MITCHELL COUNTY SOIL AND WATER CONSERVATION DISTRICT (MCSWCD) Board.
Qualifications will be received on or before, but no later than 2:00 p.m., local time, on Wednesday, the 19th day of August 2026. Any proposal received after the designated time will be deemed late and will not be considered by MITCHELL COUNTY SOIL AND WATER CONSERVATION DISTRICT (MCSWCD). Faxed proposals will not be accepted. The envelope shall be labeled “Request for Qualifications – StRAP” and addressed to Mr. Mark Byrd, District Director, 11943 S 226 Hwy, Spruce Pine, NC 28777 and include one (1) electronic PDF (flashdrive) and three (3) hard copies.
