Request for Bids for Mitchell County Athletic Complex Site Preparation

Mitchell County, North Carolina is requesting bids for a contract for site preparation for the site selected for the construction of an athletic complex consisting of a gymnasium, fitness and exercise rooms and classrooms, offices, restrooms and concession area.

The site is located at 47 Crimson Laurel Circle, Bakersville, NC and is fully described in deed recorded in Book 191 at page 246, Mitchell County Registry and on a plat of survey prepared by Mountaineer Land Surveying dated November 8, 2022 and designated Job No.22-138.

The site is a portion of tax parcel 0863-07-78-1473 as shown on Mitchell County GIS maps. The area to be prepared is 190 feet in length and ranges from 78 feet to 86 feet in width. It is also illustrated on a Site Grading Plan prepared by Cook Engineering. The total area to be prepared is approximately 14,780 square feet.

The site preparation consists or removal and disposal of undocumented fill soils and materials from the area of the area to be prepared and replacement with approved structural fill soils and materials compacted to at least 98% maximum dry density. Site preparation is more fully described in a document entitled “Scope of Work Mitchell County Athletic Complex” and a report titled “Subsurface Exploration and Geotechnical Evaluation Mitchell County Recreation Facility-Alternate Site” prepared by Catawba Valley Engineering and Testing, dated October 28, 2022. A site grading plan showing the location of the proposed facility and the surrounding area where soils and materials are to be removed and replaced has been prepared by Cook Engineering. All these documents are included in the bid package linked below. A project such as this is commonly referred to as “undercut and fill”. All fill soils and materials to be placed in the undercut area must be approved by a representative of Catawba Valley Engineering and Testing and must be installed and compacted to the standards set out in the above referenced Geotechnical Evaluation and Scope of Work including moisture content.

All bidders must have experience in undercut and fill projects and must be licensed contractors. A Bid Bond in an amount equal to 5% of the Total Base Bid and an additional amount equal to 10% of that amount to cover additional costs and charges that may be incurred. The Bid Bond must be executed by a corporate surety authorized by the State of North Carolina to execute such bonds, conditioned that the surety will upon demand forthwith make payment to Mitchell County upon said bond if the bidder fails to execute the contract if the bidder fails to execute the contract in accordance with the bid bond. In lieu of the bid bond the bidder may submit with its bid a deposit in the same amount by cashiers check or certified check issued by some bank or trust company insured by the Federal Deposit Insurance Corporation. The successful bidder will be
required to post a performance bond and a payment bond equal to the amount of the Total Base Bid
together with 10% of that amount to cover additional costs and charges that may be incurred and charged as a result of the presence of groundwater in the undercut area.

Mitchell County has prepared a Bid Package including the Bid Form and all of the items listed above.

Bids, to be considered must be submitted, on the Bid Form included in the Bid Package, and received by the Mitchell County Manager by 4:00 p.m. on June 22, 2023. Bids will be opened at 10:00 a.m. on June 29, 2023. Mitchell County reserves the right to reject all bids should they exceed the money allocated to this undercut and fill operation.
